California's Plastic Pollution Prevention and Packaging Producer Responsibility Act (SB 54) is now in effect as of May 1, 2026, opening a major new funding stream for jurisdictions and waste management agencies.
What SB 54 Means for Jurisdictions
SB 54 shifts the financial burden of managing single-use packaging from local governments to producers. Grants are available across Infrastructure, Programs & Operations, Contamination Monitoring, and Education & Outreach. Funding can cover 100% of eligible costs with no match requirement, but only the percentage of each activity directly related to SB 54 is allowable for reimbursement.
