SMART Compliance was founded by experts in solid waste and recycling, information technology, and computer science. Since launching in 2021, SMART Compliance has grown to support more than 100 jurisdictions with 100% client retention, including multiple regional JPAs.

Judi Gregory, CEO: More than 35 years in solid waste and recycling, including leadership roles with the California Resource Recovery Association and ongoing SB 1383 consulting support for California municipalities.
Bob Hollis, CIO: Carnegie Mellon Information Systems graduate, public-sector and nonprofit board leadership experience, and recipient of recognition from CRRA, Keep California Beautiful, and the California Product Stewardship Council.
Zane Harvey, CTO: Degrees in Physics, Mathematics, and Nuclear Engineering, Computer Science professor at Capitol Technology University, and engineering experience spanning a Fortune 500 company, a U.S. DOE national laboratory, and compliance technology development.
