The SMART Compliance Story
That record began with a problem its founders knew firsthand. CEO Judi Gregory, founder of Go2Zero Strategies, has spent 35 years in the solid waste and recycling industry. She served as Executive Director and board member of the California Resource Recovery Association (CRRA) and was honored as CRRA Recycler of the Year.
For years she helped jurisdictions navigate environmental regulation using spreadsheets and generic form tools that were never built for the job. Compliance data lived in scattered cells and disconnected submissions, and reconciling it consumed staff hours that should have gone to running programs. Measured against the demanding recordkeeping, edible food recovery, and organic waste reduction requirements of SB 1383, the tools were fighting the work instead of supporting it. She understood the regulatory side better than almost anyone. What she needed was technology built to match.
Origin and Formation
In 2019, Go2Zero Strategies joined forces with Mobius Intelligent Systems to build what the market barely offered: a proprietary platform integrating field applications with the administrative and recordkeeping requirements of SB 1383, designed from the ground up around how compliance reporting actually works. Because so few systems combined these elements, the partners incorporated SMART Compliance as a California corporation in 2021 to bring the platform to jurisdictions statewide.
The engineering team is led by Chief Technology Officer Zane Harvey. He holds degrees in Physics, Mathematics, and Nuclear Engineering, serves as a Professor of Computer Science at Capitol Technology University teaching undergraduate and graduate courses in Computer Science, IT, and Artificial Intelligence, and previously worked as an engineer for a Fortune 500 company and a U.S. Department of Energy nuclear laboratory.
Chief Information Officer Bob Hollis is a graduate of Carnegie Mellon University's Information Systems program, ranked first in the nation. He is a former elected public official, a former board member of the CRRA and the National Recycling Coalition, and a founding board member of the U.S. Zero Waste Business Council.

Regulatory Alignment with CalRecycle
Software alone does not keep a jurisdiction compliant. Understanding how the regulations will be enforced does. Through her consulting practice and ongoing meetings with CalRecycle staff, Ms. Gregory maintains working relationships that keep SMART development current with the written regulations and, more importantly, with the way CalRecycle's JACE audit team is currently interpreting those regulations. When interpretations shift, the platform is updated before clients encounter the change in an audit.

Representative clients include Zero Waste Sonoma, Zero Waste Marin, San Luis Obispo IWMA, the City of Long Beach, Fullerton and several regional Joint Powers Authorities operating purpose-built JPA customizations developed from direct multi-JPA experience.
